Haryana Urban Development Authority
|HUDA (an acronym for Haryana Urban Development Authority) is the main administrative force behind the planned development of cities in Haryana. It has been authorized to identify land, develop and sell off property to individuals and real estate builders in order to expedite the process of urbanization. The focus is on the planned growth and so there exist a separate master plan for each area under its jurisdiction. Besides selling plots for residential, commercial, industrial and recreational constructions, it also undertakes building works and constructs houses for people from economically weaker sections in association with Haryana Housing Board.
Historically speaking, Haryana Urban Development Authority is a direct descendant of the erstwhile Urban Estates Department (U.E.D.), which was established in 1962 under the administrative set up of the Town & Country Planning Department. As the Department was not able to fulfill the expectations of general public and achieve the goal of planned development, a need for an autonomous body is felt strongly in government circles. This growing concern led to the enactment of the Haryana Urban Development Authority Act in 1977 and HUDA came into existence as a result of it.
HUDA: A Statistical Overview
Statistically speaking, HUDA has so far developed 30 urban estates or townships in different districts of the state. The total land area acquired so far is 68,395 acres. The number of plots allotted is 252219 for residential development, 39671 for commercial construction, 10342 for industrial establishment and 578 for institutional set up. As many as 215 residential sectors have been floated in different areas. The number of sectors floated for commercial, industrial and institutional purposes is 9, 43, and 8 respectively.
HUDA also constructs buildings for public use. According to a recent statistics report, it has constructed 120 community centers, 104 schools, 117 police stations, 35 dispensaries, 14 Gymkhana Clubs, 12 water treatment plants and several other amenities including old age homes, senior citizen club, fire station, auditoriums, sports complexes and sewerage treatment plants. Under JNNURM Scheme named ASHIANA, it has till now completed 2072 dwelling units in Panchkula and 560 housing units in Gurgaon. The work on developing 3080 EWS units in Faridabad and 1640 low cost houses in Ambala is in progress.
HUDA: Outlook for the Future
There are two prime objectives – creation of an urban infrastructure of very high standards and the provision of affordable housing to all social segments. To achieve its well-defined goals, HUDA keeps on acquiring new land, planning for urban design and settlement, and allotting plots to developers and individuals. Every year, it comes out with a new plot scheme for the allotment of residential and commercial plots at a particular location. Some of the recent HUDA schemes are for the allotment of plots and houses in Karnal, Gurgaon, Bahadurgarh, Patuadi, Rohtak and Rewari.
The prospects in future look bright as HUDA continues to improve capabilities and expand to new areas. With initiatives like provision of exclusive defence sectors, extension fee waivers for widows and women allottees, construction of new day care centers and poly clinics, and complete computerization of allottee accounts, HUDA intends to provide more facilities to general public in future.
Using its expertise in town planning, architecture, engineering, landscape architecture and horticulture, HUDA is planning to create even more public places at different locations. Some of these future projects include construction of multiplexes, shopping malls, hotels, education centers, multilevel parking, convention centers, habitat centers, cultural community centers, and more in Gurgaon, Panchkula and Faridabad.
